In today's booming digital economy, the secure and orderly flow of cross-border data has become a crucial link connecting global markets and driving industrial upgrading. As a high ground for opening up, combining the policies of the China (Beijing) Pilot Free Trade Zone and the National Comprehensive Demonstration Zone for Expanding Opening-up in the Service Industry, Beijing has always been committed to providing "Beijing solutions" for such explorations. We are focusing on the latest institutional opening-up achievement—the negative list policy for data export from Beijing's two zones. Below, I will briefly introduce the formulation of the "Data Export Management List (Negative List) of the China (Beijing) Pilot Free Trade Zone and the National Comprehensive Demonstration Zone for Expanding Opening-up in the Service Industry" (i.e., Beijing's "Two Zones" Data Export Negative List) and supporting management measures, as well as the progress of the city's data cross-border flow facilitation reform.
      Part One: The Iterative Progress of the City's Data Cross-border Flow Facilitation Reform.
      Beijing has thoroughly implemented the Party Central Committee's decision to "establish an efficient, convenient, and secure data cross-border flow mechanism." The Municipal Cyberspace Administration, in conjunction with the Municipal Bureau of Commerce, the Municipal Bureau of Government Affairs and Data, and other departments, has focused on the construction of the city's "Two Zones" and the construction of a global digital economy benchmark city. We have adhered to an annual assessment, an annual version of the plan, and an annual round of reforms to continuously deepen the data cross-border facilitation reform and continuously release the dividends of the national institutional opening-up policy. In March of this year, we released the "Implementation Plan for Further Deepening the Comprehensive Supporting Reforms for Data Cross-border Flow Facilitation" (i.e., the Data Cross-border 3.0 Plan) at the Zhongguancun Forum's Data Cross-border Flow Innovation and Development Forum. The new version of the plan adheres to the principles of "flexible deregulation and effective management," emphasizing top-tier standards, reform leadership, a business perspective, application empowerment, and security control. Building upon the "compliance" issues of the 1.0 stage and the "convenience" issues of the 2.0 stage of cross-border data flows, the 3.0 stage focuses on "comprehensive application" as its core objective. It is driven by promoting the release of data element value and guaranteed by enhancing network data governance capabilities. The plan proposes 27 innovative policy measures across six key areas: policy environment, industry application, integrated services, technical support, ecosystem construction, and risk prevention. It strives to further emphasize application in enterprise services, continuously creating a transparent, stable, and predictable institutional environment; further emphasize application in industrial empowerment, promoting the deep integration of technological and industrial innovation; further emphasize application in technology-driven development, supporting the cross-entity, high-frequency, and large-scale cross-border flow and utilization of data; and further emphasize application in security governance, preventing risks in new technologies, new applications, and new business models. The 3.0 version of the plan has received widespread attention from enterprises since its release. Currently, the "one industry, one policy" benchmark applications in key areas such as healthcare, artificial intelligence, and intelligent connected vehicles are continuously being promoted. The "one zone, one product" characteristic highlands, such as the International Pharmaceutical Innovation Park, the Digital Economy Enterprise Overseas Innovation Service Base, and the International Data Hub Port, are accelerating their construction. International data businesses of companies like Dassault Systèmes, Lexix, and Siemens are being implemented in an orderly manner, achieving positive social and market feedback.
      The second part concerns the overall design and main content of the negative list policy for data export in the two zones of Beijing.
      In August 2024, Beijing released the "Management Measures for the Negative List of Data Export in the China (Beijing) Pilot Free Trade Zone" and scenario-based, field-level negative lists for five sectors: automobiles, pharmaceuticals, retail, civil aviation, and artificial intelligence. This further clarified the rules for identifying important data and appropriately relaxed the threshold for personal information management, establishing a pragmatic, flexible, and open negative list management mechanism for data export, a first in the country. Since the policy's release, a number of companies have facilitated data export through the lists, significantly reducing compliance costs and creating a concentrated demonstration effect nationwide. Building upon this foundation, we have seized upon the favorable policies of the Beijing Municipal Government's "Two Zones" (the Free Trade Zone and the National Comprehensive Demonstration Zone for Expanding Opening-up in the Service Industry) and, addressing the strong demand from enterprises in other sectors outside the initial list and those registered outside the Free Trade Zone to utilize the negative list, we have adopted a two-pronged approach to simultaneously expand the "applicable areas" and "covered sectors" of the negative list. We have researched and formulated the Beijing Municipal Government's "Two Zones" Data Export Negative List and Management Measures, which have been approved by the National Data Security Coordination Mechanism and the Beijing Municipal Cyberspace Administration, and filed with the State Internet Information Office and the National Data Administration.
      The "Two Zones" negative list policy released this time follows a "1+9" system design, namely one set of "Two Zones" management measures and nine sectoral negative lists, constructing a data export negative list management system applicable to the entire city. In terms of applicable areas, the scope of the "Two Zones" negative list will be expanded from the Free Trade Zone to the National Comprehensive Demonstration Zone for Expanding Opening-up in the Service Industry (i.e., the entire Beijing area), thereby expanding its coverage and ensuring that the advantageous policies benefit all enterprises in the city. In terms of coverage, the negative lists for the two zones encompass 9 industry sectors, 67 business scenarios, and 612 fields, including two categories: First, the initial batch of free trade zone negative lists were directly converted into the "two zones" lists, covering 5 sectors including automobiles, pharmaceuticals, civil aviation, retail, and artificial intelligence; second, newly compiled negative lists for the two zones, focusing on the development directions of key industries in our city such as biomedicine, high-level autonomous driving, the dual-airport international logistics hub, and international financial services, newly compiled negative lists for 4 sectors including medical devices, autonomous driving (intelligent connected vehicles), trade logistics, and banking. Simultaneously, in accordance with the national principle of "innovation in one place, application in multiple places," a mechanism for applying negative lists from other provinces and cities has been established. For negative lists from other provinces and cities that our city's enterprises genuinely need to use, they will be dynamically incorporated into our city's negative list system after completing the assessment and filing procedures. Next, we will continue to enrich and expand the coverage of the lists according to the dynamic management mechanism, releasing them in batches as they mature.
      In response to the increased number of users and the extended management chain following the policy upgrade and expansion, and to improve the negative list management system and optimize government service measures, we have revised the Free Trade Zone Negative List Management Measures into a "Two-Zone" Management Measures. The new management measures primarily optimize the system in the following three aspects: First, further improving the management system. A sound two-tiered management system has been established, with municipal departments such as the Municipal Cyberspace Administration, the Municipal Bureau of Commerce, and the Municipal Bureau of Government Affairs and Data taking the lead, and the 17 districts (including the Economic Development Zone) organizing the implementation. Each district has established a cross-departmental special mechanism, clarifying the lead department and division of responsibilities. Second, further simplifying the application and approval process. Based on a comprehensive assessment of the previous implementation of the Free Trade Zone negative list policy and feedback from enterprises, the application process and materials for enterprises have been further reduced. Following the principle of minimum necessity, only "one form" and "one letter" (i.e., the "Application Form for Use" and the "Enterprise Commitment Letter") are retained, and all other application materials are eliminated. Third, further optimizing security supervision. The risk prevention and control will shift from "general inspection and investigation" to "precise and efficient," adhering to differentiated policies, building a cross-sectoral risk assessment and joint management and control mechanism, improving the "credit + risk" graded and classified precise supervision system, implementing lightweight supervision for high-rated enterprises with strong compliance awareness and capabilities, strengthening risk identification and control for high-risk business scenarios, and continuously improving the accuracy and effectiveness of supervision.
      This policy upgrade is another important landmark achievement in the implementation of the 3.0 version of the city's data cross-border flow plan. It is among the first in the country to expand the negative list for data export from free trade zones to the entire provincial-level administrative region, further enhancing the stability, clarity, and convenience of the data export security management system. This marks a systematic leap from "pilot exploration" to "comprehensive governance" in Beijing's data cross-border flow facilitation reform.
      Part Three concerns the implementation guarantee of the negative list policy for data export in the two zones of Beijing.
      Through enterprise surveys and analysis, the current cross-border data flow exhibits the following new characteristics: First, the focus of demands has evolved from superficial common issues to deeper, more specific issues in complex business scenarios such as R&D, trade, and supply chains. Second, business scenarios have expanded from single cross-border compliance issues such as assessment and filing to the entire chain of data element development and utilization, including high-quality data acquisition, processing, transmission, and trading. Third, data flow has shifted from primarily one-way data outbound to a demand for two-way data inbound and outbound flow. Fourth, the outbound entities have expanded from a relatively singular focus on foreign-invested multinational corporations to a diverse range of entities including foreign-invested, joint-venture, and domestic enterprises. In response to these new characteristics and demands, and to continuously optimize and improve the city's data cross-border flow service management capabilities, we will fully leverage the city's special collaborative mechanism for facilitating data cross-border flow reform, focusing on a comprehensive top-level design and a revolutionary single list, and working diligently to promote the efficient implementation of the Data Cross-border 3.0 version plan and the negative list package of policies. One key aspect is upgrading the "one-stop" service center. Adhering to differentiated development, integrated services, and professional support, service centers in Chaoyang, Haidian, Daxing, and Yizhuang leverage their regional advantages to implement capacity-building initiatives, forming distinctive functional positioning and regional radiation-driving capabilities. They provide integrated services throughout the entire process for the implementation of the negative lists for the two zones and for enterprises' data export activities. Secondly, they strengthen integrated online and offline guidance. They upgrade the "one-stop" public service platform for cross-border data flow, compile and issue implementation guidelines for the negative lists for data export in the two zones, update the Beijing Municipal Data Cross-border Flow Facilitation Service Guidelines, and promptly organize policy briefings and enterprise guidance for different industry sectors to improve the coverage and reach of policy measures. Thirdly, they deepen professional support with "one solution per scenario." To address complex business scenarios involving the interplay of management and technology, emerging business scenarios lacking mature pathways, and personalized business scenarios with specific enterprise needs, the city leverages its special working group for policy innovation and enterprise services, the cross-central and cross-industry expert group for data cross-border facilitation reform, and four talent pools specializing in law, data security, key industries, and IT technology. This forms a service force of "one special working group, one expert group, and four talent pools," providing enterprises with "full-chain" compliance guarantees and systematic solutions. Fourth, the city improves "full-chain" market services. Relying on market forces such as Beijing International Data Cross-border Service Co., Ltd., Beijing International Big Data Exchange, and member companies of the Beijing Data Cross-border Compliance Service Industry Alliance, the city provides enterprises with full-process compliance services for data acquisition, processing, transmission, and trading. This promotes the expansion of data cross-border services from supporting single compliance construction to empowering the entire industry chain, fostering and strengthening a data cross-border circulation industry ecosystem that connects upstream and downstream sectors and links domestic and international markets. Currently, the Beijing Data Cross-border 3.0 solution, the negative lists and supporting management measures for nine areas in the "two zones," and the new service guide have been officially launched on platforms such as "Cyberspace Administration of Beijing" and "Open Beijing," and enterprises can browse and download them online.
      Dear journalists, Beijing has always responded to the innovation needs of enterprises with an open attitude, solved the data flow problems with reform efforts, and solidified the foundation for cross-border development with pragmatic measures.       Promoting and facilitating cross-border data flow is an important part of the "two zones," namely the China (Beijing) Pilot Free Trade Zone and the National Comprehensive Demonstration Zone for Expanding Opening-up in the Service Industry. In recent years, our bureau has worked closely with the Municipal Cyberspace Administration and other departments, adhering to institutional innovation as the guiding principle, and deeply exploring ways to promote efficient, convenient, and secure cross-border data flow. The negative list for data export in the "two zones" released today is a concrete practice of Beijing in continuously optimizing the management mechanism for data export, reducing compliance costs for enterprises, continuously releasing the value of data elements, and expanding high-level opening-up. On this occasion, I would like to introduce the achievements of the pilot free trade zone's negative list for data export over the past year, the considerations for formulating the negative list and management measures for data export in the "two zones," and the next steps.
      I. Achievements of the Implementation of the Negative List for Data Export in the Pilot Free Trade Zone
      In accordance with the deployment of the State Cyberspace Administration, in August 2024, Beijing formulated and issued the first scenario-based, field-level negative list for data export in the pilot free trade zone in the country. Over the past year, it has achieved three achievements: First, it has created a Beijing model for the implementation of the negative list system for data export in pilot free trade zones across the country. Beijing's negative list model, which uses a scenario-based approach and field-level standards to describe data characteristics, has significantly improved the operability of the list and provided a practical new approach to negative list management. This has been affirmed and recognized by central ministries such as the Cyberspace Administration of China. Other free trade zones in China have subsequently adopted Beijing's approach and format for their negative lists, creating the foundation for "innovation in one place, application in multiple places." Secondly, it effectively reduces the compliance costs for enterprises exporting data abroad. Version 1.0 of the negative list covers five industry sectors, including pharmaceuticals, retail, and artificial intelligence. Compared to the compliance procedures for enterprises before the negative list policy was introduced, the review process for enterprise applications has been greatly simplified, and the approval cycle has been significantly accelerated. In just over a year, a number of multinational companies, including Bayer, Samsung, and Sanofi, have successfully completed the registration process. Thirdly, the capabilities of the cross-border data service center have been continuously strengthened. To ensure the effective implementation of the negative list, service stations of cross-border service centers have been established in Chaoyang, Haidian, Daxing, and Yizhuang districts, taking into account the actual conditions of each free trade zone cluster. Under the guidance of relevant municipal departments, the functional layout and capabilities of each service station have been continuously strengthened. Based on the differentiated development of the cluster's industrial characteristics, each station has its own unique features, providing high-quality and convenient full-chain services to enterprises throughout the city.
      II. Considerations for the Formulation of the Negative List and Management Measures for Data Export from the "Two Zones"
      The negative list and management measures for data export from the "Two Zones" released this time are based on the dynamic adjustment mechanism of the negative list, focusing on the needs and expectations of market entities. The scope and industries applicable to the negative list have been expanded, mainly based on three considerations: First, it is based on the positioning and mission of Beijing's "Two Zones." The "Two Zones" represent a major opening-up policy personally announced by General Secretary Xi Jinping to support Beijing, and they shoulder the important mission of exploring and pioneering a new system for building a higher-level open economy for the country. Building on the positive results achieved by the negative list system for data export in the free trade zones, expanding the pilot scope to the National Comprehensive Demonstration Zone for Expanding Opening-up in the Service Industry (i.e., the entire Beijing area) is an important measure to accelerate the replication and promotion of the pilot's effectiveness and deepen the pioneering trials on a larger scale. Secondly, it addresses the concerns and demands of market entities. The negative list for data export in the free trade zones has received widespread attention from enterprises since its inception, and the market response has been very positive. Many enterprises outside the free trade zones have expressed their desire to apply the negative list policy arrangements as soon as possible. Based on this, we have accelerated the formulation of the negative lists for the two zones, adding four industry sectors: medical devices, autonomous driving, trade logistics, and banking, and expanding the scope of application to the entire city, allowing more industries to keep pace with opening-up and enabling more enterprises to enjoy the benefits of openness. Thirdly, it possesses a comprehensive policy system and service platform. Beijing formulated management measures simultaneously with the implementation of the negative list system, forming a closed-loop policy system in one go. The Free Trade Zone, as the main implementing body, provides strong support to enterprises through various means, including establishing service stations of the Data Cross-border Service Center and formulating financial support policies. The four stations have served hundreds of enterprises, forming a number of exemplary cases in fields such as artificial intelligence, scientific research, and healthcare. Currently, the negative list filing process is running smoothly, and the station services are efficient and convenient, laying the foundation for the wider promotion of the negative list system across more industries.
      III. Next Steps
      Next, we will continue to cooperate with the Beijing Municipal Cyberspace Administration to ensure the effective implementation of the negative list policy, continuously improve the city-district linkage mechanism, form a synergy, and complete the negative list review and filing with high quality and efficiency. At the same time, relying on the "Two Zones" policy express lane and the "Connecting the World" promotion platform, we will promote and interpret the policy to domestic and foreign enterprises and institutions, further improving policy awareness and enabling more market entities to enjoy policy benefits.

On behalf of the Chaoyang District Government, I would like to thank all journalists for your long-term concern and support for the work of Chaoyang District! Next, I will introduce Chaoyang District's exploration and practice in facilitating cross-border data flow reform.
      Chaoyang District is a major economic district of the capital and an important window for opening up to the outside world. It gathers more than 70% of the regional headquarters of multinational companies, the vast majority of international financial institutions, and top professional service institutions in the city, making its demand for cross-border data flow the most concentrated and urgent. We adhere to the highest standards, relying on our locational advantages, industrial ecosystem, and service system to actively create a Chaoyang model for cross-border data flow.
      First, we have built a "four-in-one" cross-border data service system. Firstly, we have taken the lead in establishing offline service windows. In 2022, we established the city's first "CBD Multinational Enterprise Data Circulation Service Center" to serve enterprises' cross-border data. In August 2024, we established the Business Center District Service Station, one of the first four stations in the city. Secondly, we have built an online intelligent platform. We have constructed and operated the "Beijing Chaoyang International Data Cross-border Service Hub" online platform to achieve intelligent compliance pre-inspection, declaration testing, and data classification and grading. Thirdly, we have built an expert service team. The company gathers expertise in data law, compliance, and technology, focusing on key industries such as pharmaceuticals, finance, artificial intelligence, automobiles, and retail to provide customized solutions. Fourthly, it connects with professional platform resources. In collaboration with the Beijing International Big Data Exchange, it promotes cross-border transactions of used vehicle data products, facilitating used car exports.
      Secondly, focusing on institutional innovation, it has achieved several first-time breakthroughs in cross-border data. Firstly, it deeply participated in the compilation of the city's negative list. Leveraging the advantages of the CBD area's concentration of over 300 international financial institutions and over 260 Fortune Global 500 companies, it participated in the compilation and approval of the negative list for outbound data export in the banking sector, contributing "Chaoyang wisdom" to the city's policy system. Secondly, it efficiently promoted the implementation and effectiveness of the negative list, guiding Sanofi to become one of the first beneficiaries in the city and promoting the first case in China of an artificial intelligence company passing the negative list filing. Thirdly, it fully achieved the "three reductions" approval target, significantly reducing the application materials, approval time, and compliance costs for outbound data export, allowing companies to truly feel the "accelerated pace" of reform. Fourthly, it comprehensively fostered a data element industry ecosystem, building a data element industrial park, which has currently attracted 77 upstream and downstream companies, constructing a full-chain service.
      Third, we will adhere to the organic unity of "opening up" and "effective management" to achieve a positive interaction between high-quality development and high-level security. First, we have established a closed-loop mechanism for demand feedback and optimization, answering over 300 inquiries from enterprises, covering key areas such as pharmaceuticals, finance, and artificial intelligence. We have introduced DeepSeek and created the intelligent Q&A assistant "Chaoyang Xiaojing" to help enterprises efficiently complete compliance path analysis. Second, we have effectively promoted and interpreted policies. In 2025, we held four policy briefings, serving over 280 enterprises, compiled and dynamically updated a service manual for enterprises with compliant cross-border data transfer, and launched a series of "one-picture explanations." Third, we have improved in-process and post-process supervision, conducting in-process and post-process management of the negative list as required, organizing consistency verification, and ensuring the safe and efficient flow of data.
      Next, we will continue to deepen institutional innovation, optimize service processes, expand application scenarios, and strengthen service platforms, striving to make Chaoyang District the "preferred destination" and "demonstration window" for cross-border data flow, contributing Chaoyang's strength to Beijing's construction of a global digital economy benchmark city and the creation of a world-class business environment!

As a participant in the formulation of Beijing's first batch of negative lists, the first to issue district-level implementation opinions, and the first to implement scenario application cases, the Beijing Economic-Technological Development Area (BDA) fully seized the opportunity of participating in policy formulation within the Free Trade Zone, based on the actual situation of its industries, summarized the experience of compiling the first batch of lists, and took the lead in compiling the second batch of negative lists for two key areas: medical devices and autonomous driving. During the list compilation process, in-depth research was conducted focusing on high-frequency outbound scenarios for key enterprises, close communication was maintained with regulatory departments and enterprises, opinions were widely absorbed from industry experts and competent authorities, and convenient outbound pathways were actively explored. Strict adherence to industry standards, laws and regulations, and national standards was ensured, and scenarios, categories, and scales were refined item by item, providing vivid practical evidence for the continuous iteration and optimization of the municipal-level list.
      Secondly, a data cross-border service station was established to create a policy breakthrough "accelerator" through precise services. Our district insists on focusing its development efforts on the real economy, consolidating and strengthening its leading industries, and comprehensively planning for future industries, forming six 100-billion-yuan-level industrial clusters. Relying on its strong industrial foundation and the district's data cross-border service station, it has provided policy interpretation and consultation services to nearly 200 enterprises and in-depth guidance to more than 60 enterprises. This initiative has helped Bayer become the first company in China to achieve compliant data export across all scenarios of its core business, and has also propelled AstraZeneca to become the first company in China to achieve compliant data export in decentralized clinical trial scenarios. The compliant and efficient data export channels and open policy environment have significantly enhanced the confidence of foreign companies investing in Yizhuang, and have powerfully promoted AstraZeneca's establishment of a "Global R&D Beijing Center" in Yizhuang.
      Thirdly, it has strengthened the "firewall" of compliance management, building a full-chain "safety net" for data flow. It has explored and established a joint assessment mechanism for enterprise data export, uniting the efforts of both municipal and district levels to conduct consistency assessments of enterprises that have already completed negative list filings. This has formed a closed-loop management mechanism encompassing "pre-approval—in-process filing—post-assessment," accumulating practical experience for regulation and strengthening the compliant development defenses for enterprises. Simultaneously, it has fully listened to and actively responded to the demands of enterprises, optimized filing and regulatory requirements, and improved service efficiency, using superior government services to safeguard the steady and long-term development of enterprises.       it has activated the "dual engines" of policy and funding, fully stimulating the "new driving force" of enterprise internal compliance. Special support policies have been introduced to provide financial assistance to enterprises that take the lead in achieving cross-border data compliance. Through a combination of policy initiatives and financial support, the government is sincerely reducing costs for enterprises with tangible benefits, effectively stimulating their willingness to proactively comply with regulations and enhancing their confidence in the open institutional environment of the Economic and Technological Development Area.
      Fifth, a "main platform" for cross-border operations is being built, with infrastructure forming a solid "hard support" for the data hub. In accordance with the requirements of Beijing's Data Cross-border 2.0 plan, the company supports the establishment of Beijing International Data Cross-border Service Co., Ltd. Leveraging the advantages of the nation's first pilot zone for data infrastructure systems, an artificial intelligence data training base, and the city's largest public intelligent computing center, the company plans to construct a trusted cross-border data space, establish a dedicated "E-Data Connect" channel, strengthen computing power, compliance, and cross-border scheduling capabilities, and create a world-class data cross-border infrastructure operation platform and circulation hub. This will provide enterprises with one-stop cross-border data solutions and fully support regional data cross-border facilitation reforms.
      Next, the Beijing Economic-Technological Development Area (BDA) will thoroughly implement Beijing's reform plan for facilitating cross-border data exchange.       institutional innovation and service implementation go hand in hand. In the compilation of Beijing's two batches of negative lists for data export, we led the work on four key industries: pharmaceuticals, civil aviation, retail and modern services, and trade logistics. During the implementation of these lists, we innovated a seamless management mechanism for the negative lists, achieving convenient services throughout the entire process. Simultaneously, relying on the Beijing Data Cross-border Service Center (Daxing Airport Economic Zone Service Station), we have built a comprehensive data cross-border service guarantee system of "dual centers, one platform, and one hub."       To actively implement the reform of facilitating cross-border data flow in Beijing's "two zones" (Beijing Economic and Technological Development Area and Beijing International Big Data Zone), Beijing Data Group's Beijing International Big Data Exchange and Beijing International Data Cross-border Service Co., Ltd. have been deeply engaged in cross-border data business. We have focused on key areas such as secure cross-border data transmission, cross-border multi-entity circulation and application, and compliance service industry ecosystem cooperation, continuously exploring and practicing these areas. By the end of 2025, we had provided professional services such as cross-border data transactions, data hosting, and data export compliance consulting to numerous multinational companies from Europe, America, and countries along the "Belt and Road," effectively supporting the development of international trade.
      Below, I will focus on introducing the progress of the reform of facilitating cross-border data flow from four aspects.
      First, we have gathered high-quality global data products, and the scale of cross-border transactions has achieved rapid growth. In 2025, the cross-border data transaction scale of Beijing International Big Data Exchange, under Beijing Data Group, increased by 300% year-on-year, with data resources covering eight major fields in major countries and regions around the world, including biomedicine, automobile manufacturing, energy exploration, corporate credit, and intellectual property. We successfully facilitated the export of domestic used car maintenance data, helping Chinese used cars increase their market share in Jordan from less than 10% to over 50%, providing crucial support for Chinese companies expanding into the Middle East and North Africa markets. We also successfully promoted the import of overseas medical data, introducing global epidemiological clinical treatment and medication data covering approximately 1,300 diseases, with a data delivery scale exceeding 600 million records. This strongly supports the training and application innovation of large-scale models in fields such as AI-assisted diagnosis and drug development in China.
      Secondly, we innovatively created a data hosting service model, removing obstacles to the convenient cross-entity flow of data. Focusing on the sensitive data transmission needs of multinational corporations, we independently developed a data compliance hosting platform. For many consecutive years, we have provided de-identification processing for eight types of personal information data fields for leading medical device companies in Germany and Australia, storing, managing, encrypting, and transmitting over 3.5 million data records, cumulatively ensuring the stable operation of nearly 30 medical institutions and patient monitoring services in China. Simultaneously, we led the drafting of the Beijing local standard "Technical Requirements for Data Anonymization Processing," further clarifying specific paths and risk control mechanisms for typical scenarios such as healthcare, finance, and transportation.
      Thirdly, we integrated service system construction with technology application to improve the efficiency of data export compliance consulting. Relying on the Beijing Data Cross-border Service Center, we have built a comprehensive consulting service system encompassing solution planning, compliance diagnosis, and application guidance. We have developed and implemented three automated security governance tools, conducted training and outreach to over 200 companies in the biopharmaceutical and automotive manufacturing sectors, and provided one-on-one policy interpretation services to over 60 companies. We successfully helped Bayer Healthcare become the first company in Beijing to achieve compliant data export through the Free Trade Zone's data export policy. We supported AstraZeneca in implementing the first national case of compliant data export in a decentralized clinical trial scenario, and assisted multinational companies such as Bio-Rad and BabyCare in completing their data export registration.
      Fourth, we have built a multi-faceted collaborative mechanism to jointly construct an open and mutually trusting cross-border cooperation ecosystem. Relying on the Beijing Artificial Intelligence Data Application Development Platform, and in conjunction with professional institutions, we have implemented integrated services including data collection, annotation, processing, and quality assessment. We have collected and built over 6,000 hours of high-quality speech datasets in less common languages ​​such as Thai, Vietnamese, and Indonesian, providing support for Chinese companies going global. Relying on the Beijing International Data Exchange Alliance and the Beijing Data Cross-border Compliance Service Industry Alliance, we conducted in-depth research on enterprises' cross-border data flow needs. Focusing on key areas such as finance and healthcare, and key aspects such as compliance, security, and efficiency, we promoted precise matching of supply and demand.
      Next, Beijing Data Group will intensify its efforts to facilitate cross-border data flow reforms in four aspects.
      First, we will collaborate with large multinational corporations to build and operate a trusted cross-border data space, facilitating smooth cross-border data flow channels. For high-frequency cross-border flow sectors such as industrial manufacturing, healthcare, and financial services, we will jointly develop and deploy key technologies such as privacy computing, anonymization, data labeling, and model training, creating an infrastructure integrating automated tools, rule integration, and industry services to support the interconnection and orderly flow of cross-border data in a trusted, compliant, and efficient environment.
      Second, we will innovate data circulation and utilization models to empower enterprises with embodied intelligence and artificial intelligence models to go global. Collaborating with ecosystem enterprises such as telecom operators and international cloud service providers, we will build cross-border service nodes and transmission channels, explore providing international network links and computing power scheduling support, lower the barriers to entry for enterprises going global, and accelerate the integration of Chinese intelligent technologies and products into the global innovation and industrial chains.
      Third, we will launch the construction and operation of the Beijing-Tianjin-Hebei Data Security and Compliance Laboratory to promote the transformation of technological innovation into industrial applications. Under the guidance of the Cyberspace Administration of China and the Beijing Municipal Cyberspace Administration, the laboratory will provide services such as personal information protection, auditing and certification, and electronic product information erasure certification through the construction of a technology innovation center. It will create a service system that is technology-enabled, standards-led, and ecosystem-collaborative, providing technical verification and compliance guarantees for the cross-border flow of enterprise data.
      Fourth, we will accelerate the creation of a data trading service system with international characteristics.       we place greater emphasis on comprehensive risk prevention.       We mainly focus on three aspects to support different enterprises in carrying out secure and efficient cross-border data flow services.
      First, regarding the internal data flow needs of multinational corporations, we will further deepen the data hosting service model to facilitate the two-way flow of data. For the high-frequency data interaction needs generated by Chinese and foreign enterprises in the automotive, pharmaceutical, and trade sectors during global R&D, supply chain management, and customer service processes, Beijing Data Group has already built a secure, compliant, and efficient data hosting service. We will further deepen this service model to effectively support the compliant return of overseas business data for Chinese-funded enterprises, while also providing strong guarantees for the orderly outbound transfer of operational data of foreign-funded enterprises in China, effectively realizing the integrated collaboration and value release of global operational data.
      Second, regarding the development needs of artificial intelligence enterprises, we will streamline the cross-border data flow and utilization chain among multiple entities. To address the urgent need for high-quality, multimodal data in large-scale model training and intelligent agent evolution, we are actively collaborating with leading industry players, international digital vendors, and data service providers. Leveraging new infrastructure such as trusted data spaces, we are systematically promoting a full-chain service encompassing the cross-border aggregation, authorized use, anonymization, processing and labeling, and circulation and trading of high-quality data from industries such as industrial and embodied intelligence. Our goal is to create a data supply service chain that supports global AI research and innovation.
      Third, relying on the World Data Organization (WDO) platform, we are building industry-level cross-border data flow solutions. As a founding member of the WDO, we will actively implement the core positioning requirement of "practice-oriented and industry-oriented," accelerate the establishment of the WDO Healthcare Committee, promote the efficient circulation and utilization of healthcare data under compliant, secure, and trustworthy conditions, and bring together diverse stakeholders including global medical institutions, research units, and technology companies. This will create a strategic fulcrum for global data cooperation in the healthcare field, promote the standardized application of data in scenarios such as assisted screening, clinical diagnosis and treatment, drug development, and public health, and facilitate efficient collaboration of global medical resources and the widespread sharing of research results.
