Action Plan for the Standardization of Trade in Services

(2026-2030)

   

    In order to thoroughly implement the relevant decision-making and deployment of the Party Central Committee and the State Council, implement the "National Standardization Development Outline" and the "Opinions of the General Office of the State Council on Promoting the High-quality Development of Service Trade with High-level Opening-up", accelerate the standardization of service trade, improve the level of standardization, and promote the high-quality development and institutionalization of service trade. Open up and formulate this action plan.

    I. General requirements

    Guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China and the 20th Plenary Session, fully, accurately and comprehensively implement the new development concept, build a new development pattern, promote the institutional opening up of service trade as the main line, take the construction of the service trade standard system as the grasp, and adhere to coordination. Promote, drive innovation, make key breakthroughs, open and coordinate, cultivate the "China Service" brand, promote the compatibility of standards in the field of service trade with international standards and rules, improve the level of service trade facilitation, and promote the high-quality development of service trade.

    Through five years, we will improve the national service trade standardization work capacity, cultivate a number of service trade standardization technical institutions and leading groups, promote the formulation of a number of service trade standards in key areas, lead or participate in the formulation of a number of international service trade standards, and significantly improve the level of service trade standardization. By 2030, a standard system covering multiple fields and the whole chain of service trade will be basically established to meet the needs of high-quality development of service trade. The supply of standards will be expanded and the international influence will be enhanced. China's ability to participate in international standardization governance of service trade will be enhanced. Standards will lead the high-quality development of service trade and promote the service field. The role of institutional opening up and supporting high-quality development is further highlighted.

    II. Accelerate the construction of a standardization system for service trade

    (1) Coordinate and promote the standardization of service trade. Strengthen the research on standard layout in the field of service trade, take market demand as the orientation, based on basic generalization, key industries, international cooperation, service trade digitalization, etc., cultivate Chinese standard brands in key areas, increase standard publicity and implementation and international docking cooperation, and accelerate the construction of a reasonable structure, prominent focus and international connection. Track, conform to the standard system of the development stage and needs of China's service trade, and gradually form a working pattern driven by the market, government-guided, full participation, open and shared.     (2) Optimize the standard supply structure of service trade. Promote the coordinated development and coordination of government-promulgated standards and market-state standards in the field of service trade. Based on the development of service industry and trade, we will strengthen the effective supply of national standards, focus on ensuring personal health and life and property safety, national security, ecological environment safety and meeting the basic needs of economic and social management, increase the revision of the mandatory standard system, strengthen the supervision of standard implementation, and improve the standardization of industry development. Encourage social organizations to formulate group standards that are urgently needed in the market and have international competitiveness according to the needs of market competition and innovation and development. Give full play to the role of leading enterprises, encourage all kinds of enterprises, including private enterprises, foreign-funded enterprises, etc., to strengthen innovation, and formulate cutting-edge leading enterprise standards. Do a good job in the domestic transformation of advanced and applicable international standards, promote the formulation and application of international standards in the field of service trade, and enhance their global recognition and influence. While improving the foundation of the domestic standard system, focus on strengthening the development and application of international-oriented service trade-related standards that support cross-border delivery.     (3) Promote the innovation of service trade standards. Promote the close integration of standards and service, technology and application scenario innovation, strengthen the development of new services and new technology-related standards, advance the layout and promote the pre-standardization research of new business forms and new models of trade, give full play to the leading role of standards in the high-quality development of service trade, and improve the guarantee ability of key links and field services. Strengthen the protection of intellectual property rights in the process of standard formulation.     (4) Strengthen the publicity and implementation of standards. A special section on standardization work is opened on the China Service Trade Guide Network to provide standard information and inquiry services.     III. Strengthen the standard supply in key areas

    (6) International travel service standards. Focus on accelerating standard development in tourism services, inbound consumption and other fields, improving service standards, promoting the docking of service standards with international advanced standards, strengthening the implementation and promotion of standards, and promoting the establishment of an all-round standardization system covering travel service quality, safety, scenarios and applications, guarantee and supervision.     (8) Trade standards for agricultural services. Focus on strengthening the standard research on agricultural service trade terminology classification, agricultural external technical service specifications, cross-border outsourcing of agricultural materials services, etc., improve the international service ability and standardization level of agricultural service professional institutions, and provide "Chinese standard" technical support for overseas agricultural development.     (9) Professional service standards. Increase the development of standards in the fields of intellectual property, scientific and technological services, geographic information, human resources, language, consulting, inspection and testing, creative design services, etc., promote the relevant standards to cover the whole chain of domestic and foreign services in the industry, and improve the international service ability of professional service institutions. Improve the standardization level of service outsourcing, and focus on promoting the standardization of biomedical research and development outsourcing, information technology outsourcing integrated development with the manufacturing industry, and intellectual property protection of service outsourcing enterprises.     (10) Traditional service standards. (11) Digital trade standards. Focus on data security and privacy protection of software and information services, digital delivery trade, cross-border flow of data elements, digital trade platform construction, etc., take the lead in promoting standard development and system construction, explore service scenario standards that are deeply integrated with artificial intelligence, virtual reality and other new technologies, and carry out artificial intelligence empowerment services.     IV. Promote the internationalization of service trade standards

    (13) Deepen international exchanges and cooperation. Relying on the multilateral and bilateral cooperation mechanism of service trade, etc., we will deepen and jointly build the "Belt and Road" countries, standardized exchanges and cooperation with BRICS countries, the Shanghai Cooperation Organization, etc., and under the framework of free trade agreements, and promote the overseas application of Chinese standards. Support locales with conditions to explore the establishment of regional standard docking and cooperation mechanisms for neighboring countries and regions. Strengthen dialogue and cooperation with the International Standards Organization, and continuously improve the consistency of Chinese standards with international standards. Give full play to the role of large-scale exhibition platforms such as China International Import Expo, China International Service Trade Fair, Global Digital Trade Expo, China (Shanghai) International Technology Import and Export Fair, hold relevant exhibitions and activities, promote Chinese standards, and promote international exchanges and mutual learning on standard work.
