NDRC Officially Releases the "China Business Environment Development Report (2026)

　　The "China Business Environment Development Report (2026)" (hereinafter referred to as the "Report") is divided into five parts, following the entire lifecycle of a business from establishment to exit. Part One, "Market Entry," focuses on improving market access systems and enhancing convenience in areas such as business establishment and relocation, project commencement and acceptance, real estate registration, and electricity service guarantees. Part Two, "Factor Guarantees," focuses on ensuring business entities can access production factors such as land, capital, labor, technology, and data. Part Three, "Business Environment," focuses on deepening the construction of a unified national market, standardizing the bidding and procurement market order, strictly regulating administrative law enforcement involving enterprises, improving basic credit systems and rules, strengthening intellectual property protection, promoting direct and rapid access to tax and fee policies, optimizing customs clearance models for goods and personnel, improving overseas comprehensive service systems, and creating a clean and healthy business environment. Part Four, "Dispute Resolution," focuses on continuously improving the litigation service system, establishing diversified dispute resolution mechanisms, and optimizing public legal services. Part Five, "Business Exit," focuses on fully leveraging the functions of bankruptcy reorganization and facilitating business deregistration.

　　The report presents a comprehensive overview of the remarkable achievements China has made in improving its business environment. Focusing on key aspects, it uses detailed data to introduce the positive progress in the business environment by 2025. Additionally, it includes 10 special columns on the "14th Five-Year Plan" to showcase the trends and cumulative achievements in relevant fields over the past five years.

　　The report showcases China's innovative measures to improve the business environment. It focuses on key concerns such as breaking down market access barriers, comprehensively addressing "involutionary" competition, and standardizing administrative law enforcement involving enterprises. It lists the major laws, regulations, and policy documents to be implemented in 2025, and includes a special section on local cases, introducing the vivid practices of 31 provinces (autonomous regions and municipalities) in improving their business environments according to local conditions.

　　The report fully demonstrates China's confidence and determination to continuously optimize its business environment. There is no best business environment, only a better one. Based on a summary of past work and in line with the requirements of the 15th Five-Year Plan, the report proposes to continuously create a more vibrant market environment, a fair and just legal environment, a more attractive trade and investment environment, and a high-quality and efficient government service environment, showcasing China's firm confidence and determination to deepen reforms in all areas of the business environment.

　　Going forward, the National Development and Reform Commission will thoroughly implement the decisions and plans of the CPC Central Committee and the State Council on optimizing the business environment, and work with relevant departments to focus on the concerns of business entities, remove obstacles and bottlenecks, address weaknesses and shortcomings, consolidate and expand advantages, and actively create a first-class market-oriented, law-based, and internationalized business environment to provide ample space and solid guarantees for investment and business development by all types of business entities.
